The new national Code of Sweden (and Finland) dates from 1734. It was the product of one of the longest-lived Royal Commissions in Swedish history, a body which had been appointed in 1686. The Code of 1734 is still, formally, in force. Modern legislative reform has largely taken the form of amending, and gradually renewing altogether, the "Books" (Codes) of which the Code is composed. Thus-to take one example among many-when in the 1940s, after many decades of preparation, Sweden acquired entirely new legislation on civil and criminal procedure, the new statute began with a preamble to the effect that the "Book on Procedure" of the General Code of Laws ofthe Kingdom should, as fromjanuary I, 1948, have the tenor embodied in the new statute.
