Ideally, the algorithm would classify every conversation that is sharing the wire so that each conversation receives its fair share of the bandwidth. Unfortunately, with such protocols as SNA, you cannot distinguish one SNA session from another. For example, in DLSw+, SNA traffic is multiplexed onto a single TCP session. Similarly in APPN, SNA sessions are multiplexed onto a single LLC2 session. The weighted fair queuing algorithm treats these sessions as a single conversation. If you have many TCP sessions, the TCP sessions get the majority of the bandwidth and the SNA traffic gets the minimum.
Tunneling provides a means for encapsulating packets inside a routable protocol via virtual interfaces. Synchronous Data Link Control (SDLC) transport is also an encapsulation of packets in a routable protocol.
